ABOUT AD

The 11th edition of The Atlantic Dialogues on "Cooperation in a Mutating World: Opportunities of the Wider Atlantic" went into its second day with 5 Plenary Sessions and 16 Breakout Dinners in Marrakesh. Please find a selection of the quotes of the day, with more on the Policy Center for the New South's social networks.

PLENARY IV - STREET POWER, WILLPOWER, AND DEMOCRACY

"The power of the street could be considered as part of the system as the demonstrations in Europe, but could be also used as a weapon against stability to topple regimes, and this is what happened in the Middle East. This has created anarchy". Amre Moussa, Former Secretary General, League of Arab States - Egypt

"We have had many protests recently in Latin America, facilitated by the fact that the demonstrators have left the political space. People are bored and tired with practices that are not changing, the lack of reaction to corruption, the lack of support for young leaders". Laura Albornoz, Professor, Research Fellow of the School of Law, University of Chile - Chile

PLENARY V - NATO, THE SOUTH ATLANTIC, AND THE GLOBAL STRATEGIC BALANCE

"With Ukraine, we are facing a very difficult situation whereby we are not able to have a mandate at the United Nations, because there are 5 permanent members in the Security Council. Three of them are liberal democracies in agreement, the two others in the best case agree, and if not we have 3 poles . One of the member is a belligerent and it's almost hopeless - a situation where there is nothing we can do". Birame Diop, Military Adviser, Office of Military Affairs, Department of Peace Operations, United Nations - Senegal

"It's not just terrorism in the Sahel, but Wagner, a low cost army". Ana Palacio, Former Minister of Foreign Affairs - Spain

PLENARY VI - FACING FOOD INSECURITY AND CLIMATE CHANGE CHALLENGES IN THE WIDER ATLANTIC

"We were in Sharm el Cheikh at the COP27 to remind that 600 000 people live without electricity in Africa. During the COP22 in Marrakech the King organized an event with African heads of state because we have African solutions for Africa. Africa is wasting 30 % of the food produced, because there is no cold chain, no energy produced. We have a cooperation program on the continent on the cold chain, to train and finance. We know the solutions, there are needed in each country, in each context". Saïd Mouline, CEO, Moroccan Agency for Energy Efficiency - Morocco

PLENARY VII - THE SECURITY-DEVELOPMENT NEXUS IN THE SAHEL: THE CHALLENGE OF IMPLEMENTATION

"L'insécurité a pris l'habit religieux mais elle est soutenue par la criminalité organisée. Vous ne pouvez pas imaginer ce qui passe comme drogue dans le Sahel. Trafic d'armes, d'hommes, de cigarettes, de médicaments utilisés comme des drogues... Les trafics de tout ordre se passent dans des territoires sans État. Dire que les États sahéliens peuvent récupérer ces zones relève de la chimère ". Mohamed Znagui Sid ’Ahmed Ely, Head of Defense & Security Department, G5 Sahel Mauritania

PLENARY VIII: ATLANTIC MULTILATERALISM AND PROSPECTS FOR A PAN-ATLANTIC COMMUNITY

"L’Atlantique est un espace maritime plein de challenges et de contradictions. C’est un espace qui réunit 40% des états membres des Nations unies qui représentent 1 milliard de la population mondiale et 43% du PIB mondial. L’Atlantique réunit les Etats les plus riches et les plus pauvres, les plus stables et démocratiques, comme ceux ayant des problèmes d’insécurité. C’est un espace en construction". Omar Hilale, Permanent Representative of Morocco to the United Nations - Morocco
