WHAT HAPPENED IN THE 6th EDITION OF APSACO?

APSACO 6th edition: African Security in Times of Uncertainties

 

On Wednesday 20th and Thursday 21st of July, decision-makers and experts from the academic sphere gathered to discuss African Security in Times of Uncertainties at the 6th edition of the African Peace and Security Annual Conference, in Rabat, Morocco. 

 

During the conference, several aspects involving African security were addressed through 5 panels and a Report Presentation. Delve into the 2 days conference below. 

PANEL 1 : The impact of the Russia-Ukraine war on Africa

The conference started on Wednesday afternoon with the Opening Remarks of Rachid El Houdaigui, Senior Fellow at the Policy Center for the New South, followed by the Keynote Address of Bankole Adeoye, Commissioner for Political Affairs, Peace and Security at the African Union Commission, Fouad Yazourh, Ambassador, Director General of Bilateral Relations and Regional Affairs at the Ministry of Foreign Affairs, African Cooperation and Moroccans living abroad, and Lieutenant General Daniel Sidiki Traoré, Force Commander, United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

 

The Opening Remarks and Keynote Address were followed by the first panel of the conference moderated by Bakary Sambe, Regional Director of the Timbuktu Institute - African Center for Peace Studies, in which 3 international experts, Andrea Grazioso, Senior Analyst at the NATO Strategic Direction – South Hub, Major General Francis Ofori, Commandant at the Kofi Annan International Peacekeeping Training Centre, and Licina Simão, Coordinator of the Atlantic Centre, analyzed the impact of the Russia-Ukraine war on Africa, through different perspectives. 

PANEL 2 : Conflict resolution and Peacebuilding in Africa

The conference continued Wednesday afternoon with a second panel where Jalal Abdel-Latif, Senior Fellow at the Policy Center for the New South, General Birame Diop, Military Adviser at the Office of Military Affairs of the Department  of Peace Operations of the United Nations, and General Mohamed Znagui Sid’Ahmed Ely, Head of Defense and Security Department of the G5 Sahel discussed conflict resolution and peacebuilding in Africa, through the questions of Leon Hartwell, Senior Advisor for the Central and South Eastern European Programme (CSEEP) at IDEAS, London School of Economics. This panel ended the first day of APSACO.

PANEL 3 : The worsening of the food security challenge in Africa

The second day of APSACO started with a discussion on the worsening of the food security challenge in Africa moderated by Eniola Mafe, Founder/ Principal, EMA Advisory and Lead for 2030Vision Initiative and Atlantic Dialogues Emerging Leaders alumna, who gave the floor to two of her ADEL colleagues: Michael David Terungwa, Founder of the Global Initiative for Food Security and Ecosystem Preservation, and Hamza Rkha Chaham, Co-founder and Managing Director of SOWIT, as well as Mohamed Ait Kadi, President of the General Council of Agricultural Development. 

PANEL 4 : Security implications of climate change in Africa

Following the discussion on food security, another continental challenge was raised in APSACO: climate change. In this discussion, Yonas Adaye Adeto, Commissioner at the Ethiopian National Dialogue Commission, Fatma Ahmed, Capacity Building Specialist at the United Nations Development Programme, and Rama Yade, Senior Director of the Atlantic Council Africa Center, share their visions of the issue with Serge Daniel Gbogbohoundada, Journalist and Writer. 

PANEL 5 : African fragile states in times of uncertainty

After a morning which focused on specific challenges, our experts took a step back to examine the issue of the fragility of African states. Lead by Badreddine El Harti, Chief at the Ceasefire Monitoring Component of the United Nations Support Mission in Libya and moderator of the panel, Younes Abouyoub, Director of the Governance and State-Building (MENA Region) of the United Nations, Fadel Sereme, Specialist in organizational engineering and planning & Expert in marketing management and conflict management, and Gilles Yabi, Founder and Executive Director of the think tank WATHI, examined the issue and shared their perspectives and experiences on African states. 

Report discussion: Annual Report on Africa’s Geopolitics

As tradition goes, the last panel of APSACO presented the latest edition of the Annual Report on Africa’s Geopolitics coordinated by Abdelhak Bassou, Senior Fellow at the Policy Center for the New South who gave the Keynote of the session, followed by a discussion with 3 authors of the report: Nezha Alaoui M’Hammdi, Senior Fellow at the Policy Center for the New South, Lassina Diarra, Researcher and Consultant at the Centre for Strategies and Security for the Sahel Sahara, and Sâ Benjamin Traoré, Professor of Law at the Faculty of Governance, Economics and Social Sciences of the Mohammed VI Polytechnic University, led by the moderator, Atlantic Dialogues Emerging Leaders alumna Nchimunya Hamukoma, Head of Funder Partnerships & Strategic Projects at Harambee Youth Employment Accelerator.

Finally, Karim El Aynaoui, Executive President of the Policy Center for the New South, gave the Closing Remarks of the 6th edition of APSACO, which marked the end of the conference.
